    Joan Ennis Stanland says:
I met RC back in 1964 at the Chic Chic. He was fairly new to the Police Department and was so proud to be. He was always a gentleman and I looked forward each time just talking with him as a good firend. To his family you are all in my thoughts and prayers, he will be missed by so many that he touched their lives and left a good memory with.
