Richard C. Peters passed away on April 2nd at his home on North Topsail Beach, North Carolina. Richard was born August 12, 1945 in Fort Gay, West Virginia. He graduated from Huntington High School, West Virginia. In 1968, he graduated from Marshall University, Huntington, West Virginia.

Richard was preceded in death by his mother Lily Coleman Peters and his father Charles Riffle Peters of Fort Gay, West Virginia. Survivors include: his wife of 47 years, Rose Caparros Peters; Brothers: Geoffrey W. Peters of Fairfax, Virginia, and Charles Riffle Peters, Jr., of Pittsburgh, Pennsylvania.

Richard served in the U.S. Army at Fort Knox, Kentucky. He worked for 30 years for the Federal Deposit Insurance Corporation (FDIC) as a bank examiner. After retiring from the FDIC, he and Rose moved to North Topsail Beach, North Carolina.

As a second career Richard served as a member of the Town of North Topsail Beach Planning Board, Board of Adjustment, and Board of Aldermen from 2004 until the present day. He also served as a town representative to the Topsail Island Shoreline Protection Commission. In commemoration of his leadership and devotion to the Town of North Topsail Beach and the State of North Carolina, the North Topsail Beach Town Park was renamed the Richard Peters Town Park.

Richard was a long-time member of the Kiwanis Club of Topsail Island Area where he served in this organization of volunteers dedicated to “Improving the world one child and one community at a time.”

A celebration of Richard’s life will be held at a later date.

    My dear friend, my heart is breaking for you. I so wish I could be there to hug you, but a knee replacement two weeks ago has made me home bound for a while. Dick was such a good, kind man and he adored you. His passing leaves a void in the hearts of all who knew him.

    Richard and I attended Marshall at the same time and had good memories from then. We reconnected when he moved to Topsail through attending Marshall game watching and WVA Day here in Wilmington.
