Billy was born in Rocky Mount, NC on October 31, 1964.

He is survived by his mother, Diane Williams Woolard of Greensboro, NC.

    Diane, we are so sorry for your loss. Billy was a true, loyal friend from the moment we both met him. All the way back to kindergarten and through the adult years, he was someone to be admired, respected, and loved. His discipline, determination, and stamina in all areas of his life were amazing. Through all of life’s twist and turns, our friendship remained close. To the very end, he gave his all fighting this horrible disease.     So sorry to hear about Billy's passing. I remember Billy from Eastern Carolina swimming days ( Tarboro vs. Kinston) when I swam for Kinston and subsequently coached for the team. I also got to know Billy through visits to friends at Chapel Hill. Bill was a fun-loving guy and a true competitor. May he rest in peace. Dan Goss

    What can I say that hasn't already been said except I am really surprised to read that another one of my cousins has passed away at such a young age. Billy, you are the same age my dad was when he pased away almost 32 years ago. May you rest in peace and please tell my dad I love and miss him.

    I am so sorry for your loss. The Bible provides comfort during these difficult times. Revelation 21:3,4 states “And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away”. Very soon now, we will never experience losing our loved ones in death. Hope these words give you a new hope.
